What is the HSE (Health and Safety Executive)?

In the UK, the Health & Safety Executive is the Government’s regulatory body for workplace-related health and safety issues. It is responsible for the wellbeing and welfare of employees in the workplace. HSE guidelines for building sites

HSE construction site guidelines outline good practice to remove hazards before they escalate, and advise how accidents can be avoided. They also set out requirements for welfare facilities (toilets and washing).

HSE recommendations for the construction industry

•    Site workers must have access to toilets with a recommended provision of one toilet per 7 workers covering a 40-hour week. 

•    Men and women may use the same toilet facilities where individual cubicles are lockable and completely separate from urinal facilities. 

•    Type of toilet is not specified and can be traditional flushing toilets or vacuum toilets (see Construction Welfare: toilets and washing for more information). 

•    Toilets provided must be kept clean and in good, working condition.

•    Hot and cold running water must be provided for washing, along with soap, hand-drying facilities, lighting and ventilation. 

•    The provision of showers is not mandatory but should be provided ‘where necessary’.

•    Paper consumables have to be provided, including toilet paper and paper towels. 

•    Washbasins provided must allow workers to wash their hands and arms up to their elbows.
